Deputy Secretary of the Party Committee cum Chairman of the Da Nang People’s Committee Pham Duc An on October 8 met with Ms. Mariam J. Sherman, the World Bank (WB) Division Director for Viet Nam, Cambodia and Lao PDR.

Also in attendance at the working session were representatives from Switzerland’s State Secretariat for Economic Affairs (SECO).
The event reviewed ongoing cooperation programmes and explored future directions for partnership.
As reported by the Da Nang Department of Finance, collaboration with the WB has delivered significant results across three key areas: essential infrastructure investment, institutional and public governance reform, and innovation and digital transformation.
These programmes have complemented one another, forming a consistent chain of positive and sustainable impacts.
Two landmark projects, the Priority Infrastructure Investment Project (PIIP, 2008–2013) and the Vietnam – Da Nang Sustainable City Development Project (SCDP), have been central to these achievements, with the total investment exceeding US$520 million.
Together, they improved water supply and drainage networks, reduced flooding, and enhanced urban management capacity.
More than 500,000 residents benefited from upgraded infrastructure. Flood-prone areas saw waterlogging rates drop from 35% to 12.5%.

Building on these successes, the WB is funding the upcoming Integrated and Climate-Resilient Development Project (2026 – 2031), worth VND2.72 trillion.
The project includes dredging the 60-km Truong Giang River, constructing flood-control systems in Tam Ky Ward, and building new bridges to strengthen climate resilience and regional connectivity.
In addition, the Subnational Public Financial Management (SN-PFM) programme, co-financed by the WB and SECO with CHF 3 million for 2022 – 2026, has strengthened local fiscal transparency and accountability.
Chairman Pham Duc An highlighted Da Nang’s expanded scale and new development potential following its recent administrative merger.
He called on the WB to continue supporting Da Nang in updating its socio-economic master plan, developing an integrated growth vision aligned with national strategies and the city’s orientation toward becoming a smart, green, and sustainable urban center.
Da Nang will also develop a 2026 – 2030 fiscal and investment plan, prioritizing flood resilience, logistics, environment, and digital economy.
The city will expand Public Financial Management (PFM) reform, integrate digital and low-carbon initiatives, and strengthen its role as a regional hub for trade, services, and innovation.
