Overview of Vietnam’s International Financial Center in Da Nang

Under the central government’s Decree No. 323/2025/ND-CP dated December 18, 2025 on the establishment of the International Finance Center (IFC) in Vietnam, the center will operate in both Da Nang and Ho Chi Minh City. Vietnam’s International Financial Center in Da Nang is envisioned as a modern international financial hub, closely integrated with ecosystems of innovation, digital technology and sustainable finance. Specifically, the IFC in Da Nang will be developed at five land plots A12, A13, A14, A15, and A* with a total area of ​​6.17 hectares in An Hai Ward; and a 20-storey IT building within the Software Park No. 2 in Hai Chau Ward with an area of ​​0.12 hectares. Photo: XUAN SON Additional locations include a 9.7-hectare site to the northwest of the access road to the Thuan Phuoc Bridge in Hai Chau Ward; a 1.98-hectare site along Nhu Nguyet – Xuan Dieu route, also in Hai Chau Ward; and around 282 hectares in the planned land reclamation area opposite Nguyen Tat Thanh Street. Photo: XUAN SON In the initial phase, Da Nang will complete the headquarters of the IFC’s Executive Agency in the Software Park No. 2, providing over 4,000 square meters of working space for members, with fully equipped infrastructure, including internet connectivity, 5G networks, data systems and servers. The four-frontage site bordered by Vo Nguyen Giap, Vo Van Kiet, Ha Chuong and Ho Nghinh streets is earmarked as the core headquarters of the IFC in Da Nang, offering high-end resort, conference, entertainment and premium service facilities. Photo: XUAN SON During the 2026 – 2027 period, the city will lay an emphasis on attracting investment in infrastructure and developing the IFC ecosystem at cleared, well-planned sites in prime coastal locations, covering a total area of more than 18 hectares. The IFC in Da Nang is located along My Khe Beach, directly connected to Da Nang International Airport and the city center via the Vo Van Kiet – Dragon Bridge – Nguyen Van Linh axis. It will serve as a controlled testing platform for new financial models, pioneering the deployment and expansion of digital asset products, digital payments, and specialized trading platforms and exchanges. The center will also promote supply chain finance, third-party services, and non-deposit lending institutions to complement traditional financial markets, thereby forming specialized, flexible, and innovative financial products.
